City of Santa Ana <br />Section 2: Organization <br />Section 2: Organization <br />Section 2 of this SSMP addresses the requirements included in Attachment D-2 of <br />the Order. The requirements state: <br />Organization: The Plan must identify organizational staffing responsible and <br />integral for implementing the local SSMP through an organizational chart or <br />similar narrative documentation that includes: <br />(a)The name of the Legally Responsible Official (LRO) as required in Section 5.1 of <br />the Order, <br />(b)The position titles, email addresses, and telephone numbers for management, <br />administrative, and maintenance positions responsible for implementing <br />specific SSMP elements, <br />(c) The SSMP must identify lines of authority through an organization chart or <br />similar document with a narrative explanation; and <br />(d)The chain of communication for reporting spills, from receipt of a complaint or <br />other information, including the person responsible for reporting spills to the <br />State and Regional Water Board and other agencies if applicable (such as <br />County Health Officer, County Environmental Health Agency, Regional Water <br />Board, and/or State Office of Emergency Services (OES)). <br />2.1 Legally Responsible Official <br />Per the 2022 WDR Order, all Enrollees must designate a Legally Responsible Official (LRO). As described in <br />Section 5.1 of the WDR Order, all reports required by the Order and other submittals required by the State or <br />Regional Water Board shall be signed and certified by a person designated as either a principal or executive <br />office or ranking elected official, or by a duly authorized representative of that person. An individual is a duly <br />authorized representative only if (a) the authorization is made in writing by the person designated as either a <br />principal or executive officer or ranking elected official; and (b) the authorization specifies either an individual <br />or a position having responsibility for the overall operation of the regulated facility or activity. <br />The Water Resources Division of the City of Santa Ana's Public Works Agency is responsible for the operations <br />of the City's sewer collections system. The Water Resources Manager is also the Legally Authorized Official <br />(LRO), as described in Section 5.1 of Order No. 2022-0103-DWQ, for the City of Santa Ana. The Water <br />Resources Manager is responsible for signing and certifying all reports required by the Order, as well as other <br />submittals required by the State or Regional Water Board. <br />2025 2-1 <br />
