STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER 2022-0103-DWQ <br />This Order carries forth the previously -required Plan Update schedule per <br />Order 2006-0003-DWQ. Per the six -year Plan Update frequency required in this Order, <br />the Enrollee shall upload and certify its first Plan Update, to the online CIWQS Sanitary <br />Sewer System Database by the following due dates, with subsequent Plan Updates at <br />the frequency of six years thereafter: <br />Systems serving populations: Greater than 100,000: May 2, 2025 <br />Between 100,000 and 10,000: August 2, 2025 <br />Between 10,000 and 2,500: May 2, 2026 <br />Less than 2,500: August 2, 2026 <br />For a New Enrollee: Within twelve (12) months of its Application for Enrollment <br />Approval date, the Legally Responsible Official of a new Enrollee shall upload and <br />certify a local governing entity -approved Sewer System Management Plan to the online <br />CIWQS Sanitary Sewer System Database. If electronic document format or size <br />capacity prevents the electronic upload of the Plan, the Legally Responsible Official <br />shall report an electronic link to its Sewer System Management Plan posted on its own <br />website. The due date for subsequent 6-year Plan updates, is six (6) years from the <br />submittal due date of the new Enrollee's first Sewer System Management Plan. <br />4. RECORDKEEPING REQUIREMENTS <br />The Enrollee shall maintain records to document compliance with the provisions of this <br />General Order, and previous General Order 2006-0003-DWQ as applicable, for each <br />sanitary sewer system owned, including any required records generated by an <br />Enrollee's contractor(s). <br />4.1. Recordkeeping Time Period <br />The Enrollee shall maintain records of documents required in this Attachment, including <br />records collected for compliance with this General Order, and records collected in <br />accordance with previous General Order 2006-0003-DWQ, for five (5) years. <br />4.2. Availability of Documents <br />The Enrollee shall make the records required in this General Order readily available, <br />either electronic or hard copies, for review by Water Board staff during onsite <br />inspections or through an information request. <br />4.3. Spill Reports <br />The Enrollee shall maintain records for each of the following spill -related events and <br />activities: <br />Spill event complaint, including but not limited to records documenting how the <br />Enrollee responded to notifications of spills. Each complaint record must, at a <br />minimum, include the following information: <br />o Date, time, and method of notification, <br />ATTACHMENT E1 — NOTIFICATION, MONITORING, REPORTING <br />AND RECORDKEEPING REQUIREMENTS December 6, 2022 <br />E1 - 20 <br />
