ACRONYMS AND DEFINITIONS <br />ACRONYM1Z <br />CIWQS — California Integrated Water Quality System <br />GPM — Gallons Per Minute <br />GAL - Gallons <br />LRO — Legally Responsible Officer <br />NPDES — National Pollutant Discharge Elimination System <br />OCEMA — Orange County Environmental Management Agency <br />OCFA — Orange County Fire Authority <br />OCHCA — Orange County Health Care Agency <br />OCSD — Orange County Sanitary District <br />OES — Office of Emergency Services <br />PWA — Public Works Agency <br />RWQCB — Regional Water Quality Control Board <br />DEFINITIONS <br />Flow Rate — The amount of fluid that flows in a given time. For the purpose of this manual, <br />flow rate is expressed in gallons per minute (GPM). <br />Legally Responsible Official (LRO) — Is a person who is legally responsible to represent <br />the sewer agency and the information being presented to the State. <br />Public right-of-way — Is a path for public access either meaning a sidewalk or street and <br />is not restricted by private land ownership. <br />Spill — is a condition whereby untreated sewage is discharged into the environment prior <br />to reaching sewage treatment facilities. <br />Storm Drain — Is a drain or drain system that is designed to drain excess rain and ground <br />water from paved streets, parking lots, sidewalks, and roofs. <br />Sewage — Sewage, and its associated wastewater, is untreated or partially treated <br />domestic, municipal, commercial and/or industrial waste (including sewage sludge), and <br />any mixture of these wastes with inflow or infiltration of stormwater or groundwater, <br />conveyed in a sanitary sewer system. <br />Surface Waters — All permanent and intermittent drainage ways, lakes, and reservoirs, <br />either public or private, which are not man-made for the treatment of municipal, <br />agricultural, or industrial waste, and wholly or partially within the boundaries of the City <br />REVISION 2.0 (4/23) <br />
