REPORT THE SPILL <br />It is the on -call water resources maintenance supervisor responsibility to document and <br />report to all agencies of the existence of the spill. <br />After the spill is contained, all sewage spills, regardless of size, must be reported as soon <br />as possible by phone to the Environmental Health Division of the Orange County <br />Health Care Agency (OCHCA). During working hours, call OCHCA directly at (714) 433- <br />6419. After working hours and on the weekends, notify OCHCA by calling Orange <br />County Control One (available 24 hours) at (714) 628-7008. Let Orange County <br />Control One know that you are making an official spill notification. If you need assistance <br />from the Orange County Environmental Management Agency (OCEMA) or OCHCA, ask <br />Control One to have OCEMA or OCHCA call you (see Emergency Contractors and Mutual <br />Aid section on page 9). If the spill enters the storm drain system, contact Craig Foster at <br />(714) 397-0759 or Samuel Villalobos at (714) 371-7489. <br />Note: <br />If you see the release of what may be hazardous material from private property, call the <br />Orange County Fire Authority (OCFA) Hazmat Team at (714) 573-6250. The Orange <br />County Health Care Agency should also be called at (714) 433-6419 for this type of <br />problem. Public Works Agency employees are not allowed to collect and or vacuum any <br />substance other than sewage per OCSD rules and regulations. <br />Other agencies may also need to be contacted, depending on the conditions present. <br />Ask the on -call Supervisor/Crew Leader for direction. <br />A mandatory debriefing meeting for the spill will be held no later than 72 hours after the <br />spill has occurred. This meeting will be held between Engineering, the Water Resources <br />Maintenance Supervisor in charge during the spill and at least one crew member <br />attending the spill activities. <br />Written reports of all public sewer spills must be prepared under the California Integrated <br />Water Quality System (CIWQS) system and by a City authorized user. The Sanitary <br />Sewer Overflow (CIWQS Reporting Form) and authorized City users are provided in <br />Appendix B. All CIWQS reporting must be done via the online reporting system (CIWQS) <br />website. For the on -call duty employee it is very important to write down all relevant <br />information such as dates, times, names of persons contacted, estimated flow rate and <br />volume of sewage spilled, methods used to determine spill flow rate and volume <br />estimates, names of people responding, etc. The on -call duty employee is also required <br />to provide photographs of the sewer spill, complete the attached Spill (Field Form) (see <br />Appendix C) and turn it in to the appropriate Supervisor.
