(c) For non-residential tenant improvement projects that require a permit, plan check, or design review costing <br />fifty thousand dollars ($50,000.00) or more, an approved double check valve assembly shall be installed on <br />the existing private fire service. <br />(Ord. No. NS-2921, 5, 8-1-17) <br />Sec. 39-28. Fire flow tests. <br />Fire flow tests shall be performed by a certified fire protection professional. An application shall be <br />submitted and a permit issued to the individual requesting the test prior to conducting the test. The flow test must <br />be witnessed by a representative of the agency. A fire flow application fee and a fire flow witness fee, as set by <br />resolution of the city council, shall be the responsibility of the applicant. <br />(Ord. No. NS-2921, 5, 8-1-17) <br />Sec. 39-29. Protection of public water supply. <br />(a) State regulations adopted. The regulations of the State of California related to Drinking Water Supplies, Title <br />17, as they are now in effect or as they may be amended in the future, insofar as the same are applicable to <br />the protection of the water supply of this city, are hereby adopted, incorporated herein and made a part <br />hereof. <br />(b) Purpose, applicability. <br />(1) The purpose of this section is: <br />(A) To protect the public water supply against actual or potential cross -connection by isolating within <br />the premises contamination that may occur because of some undiscovered or unauthorized <br />cross -connection on the premises; <br />(B) To eliminate existing connections between drinking water systems and other sources of water <br />that are not approved as safe and potable for human consumption; <br />(C) To eliminate cross -connections between drinking water systems and sources of contamination; <br />and <br />(D) To prevent the making of cross -connections in the future. <br />(2) It is unlawful to make or maintain, for any period of time whatsoever, any cross -connection between <br />plumbing pipes or water fixtures being served with water by the agency and any other source of water <br />supply, or to maintain any sanitary fixture or other appurtenances or fixtures which may cause or allow <br />backflow of water or other substances into the water supply system of the city and/or the service of <br />water pipes or fixtures of any customer of the city. <br />(3) No water service connection to any premises of a type specified in subsection (i) shall be installed or <br />maintained unless the public water supply is protected as required by applicable state regulations and <br />this section. <br />(c) Approval. <br />(1) Each backflow preventer required hereunder shall be approved by the agency prior to installation and <br />shall be installed by and at the expense of the customer for continued service or before a new service <br />will be granted. <br />(2) The agency shall approve a device when the device has received approval by the Foundation for Cross - <br />Connection Control and Hydraulic Research of the University of Southern California (or other qualified <br />(Supp. No. 30) <br />Created: 2025-01-29 11:22:14 [EST] <br />Page 17 of 54 <br />
