of Santa Ana Section 5: Design and Performance Provisions <br />Section 5: Design and Performance Provisions <br />Section 5 of this SSMP addresses the requirements included in Attachment D-5 of <br />the Order. The requirements state: <br />Design and Performance Provisions: The Plan must include the following items <br />as appropriate and applicable to the Enrollee's system: <br />(a) Updated design criteria, and construction standards and specifications for the <br />construction, installation, repair, and rehabilitation of existing and proposed <br />system infrastructure components, including but not limited to pipelines, pump <br />stations, and other system appurtenances. If existing design criteria and <br />construction standards are deficient to address the necessary component -specific <br />hydraulic capacity as defined in Section 8 (System Evaluation, Capacity Assurance <br />and Capital Improvements) of the Order, the procedures must include component - <br />specific evaluation of the design criteria. <br />(b) Procedures and standards for the inspection and testing of newly constructed, <br />newly installed, repaired, and rehabilitated system pipelines, pumps, and other <br />equipment and appurtenances. <br />The City has established Sewer System Standard Plans, Standard Specifications and Design Guidelines requiring <br />that all newly constructed, newly installed, repaired, and rehabilitated sanitary sewer pipelines, pump <br />stations, and other equipment and appurtenances, be designed and constructed in accordance with the City's <br />established standards. <br />5.1 Updated Design Criteria and Construction Standards and Specifications <br />The City's established standards contain design and construction standards and specifications for the <br />installation of new sanitary sewer systems, and other appurtenances, and for the rehabilitation and repair of <br />existing sanitary sewer infrastructure. <br />The City's Specifications by reference incorporate the American Public Works Association Standard Plans and <br />Specifications for Public Works Construction ("Green book"), which helps ensure proper design and <br />construction of sewer facilities. <br />Additionally, the City has standardized its use of equipment in the pumping stations for ease of maintenance <br />and replacement. This includes the pumps, liquid level indicators, electrical components, valves, piping and <br />radios. <br />The City also uses cured -in -place pipe lining technology where these methods are cost effective and practical <br />to supplement traditional replacement and rehabilitation methods. The City has adopted the American Public <br />Works Association Standard Specifications for Public Works Construction ("Greenbook") as its standard <br />specification for sewer projects. The Greenbook specifications for pipeline rehabilitation are used as the <br />standard for City projects. <br />2025 5-2 <br />
