STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER <br />To decrease the impacts on human health and the environment caused by sewage <br />spills, the previous Order required enrollees to develop a rehabilitation and replacement <br />plan that identifies system deficiencies and prioritizes short-term and long-term <br />rehabilitation actions. The previous Order also required enrollees to: <br />Maintain information that can be used to establish and prioritize appropriate Sewer <br />System Management Plan activities; and <br />2. Implement a proactive approach to reduce spills. <br />The previous Order required Sewer System Management Plan elements for "the proper <br />and efficient management, operation, and maintenance of sanitary sewer systems, <br />while taking into consideration risk management." <br />On July 30, 2013, the State Water Board amended General Order 2006-0003-DWQ <br />with Order WQ 2013-0058-EXEC, Amending Monitoring and Reporting Program for <br />Statewide General Waste Discharge Requirements for Sanitary Sewer Systems. <br />Many enrollees of Order 2006-0003-DWQ have already implemented proactive <br />measures to reduce sewage spills. Other enrollees, however, still need technical <br />assistance and funding to improve sanitary sewer system operation and maintenance <br />for the reduction of sewage spills. <br />3.1.6. Existing Memorandum of Agreement with California Water Environment <br />Association <br />The California Water Environment Association is a nonprofit organization dedicated to <br />providing water industry certifications, training, and networking opportunities. The <br />Association's Technical Certification Program provides accredited sanitary sewer <br />system operator certification for collection system operators and maintenance workers. <br />On February 10, 2016, the State Water Board entered into a collaborative agreement <br />with the Association titled Memorandum of Agreement Between the California State <br />Water Resources Control Board and the California Water Environment Association - <br />Training Regarding Requirements Set Forth in Statewide General Waste Discharge <br />Requirements for Sanitary Sewer Systems. The Memorandum sets forth collaborative <br />training necessary for regulated sanitary sewer system personnel to operate and <br />maintain a well operating system and ensure full compliance with statewide sewer <br />system regulations. <br />On March 15, 2018, the State Water Board and the California Water Environment <br />Association amended the existing Memorandum of Agreement to include collaborative <br />outreach and expand training needs associated with further updates to Water Board <br />regulations for sanitary sewer systems. The State Water Board encourages further <br />Agreement updates as necessary to support improved sewer system operations and the <br />professionalism of collection system operators. <br />ORDER 2022-0103-DWQ <br />December 6, 2022 <br />10 <br />
