STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER <br />framework to prioritize critical funding and infrastructure investments for California's <br />most vulnerable populations, including disadvantaged or severely disadvantaged <br />communities with inadequate or failing sanitation systems and threatened access to <br />healthy drinking water supplies. <br />3.3.5. State Water Board Open Data Resolution <br />On July 10, 2018, the State Water Board adopted Resolution 2018-0032, titled Adopting <br />Principles of Open Data as a Core Value and Directing Programs and Activities to <br />Implement Strategic Actions to Improve Data Accessibility and Associated Innovation, <br />directing regulatory programs to assure all monitoring and reporting requirements <br />support the State Water Boards' Open Data Initiative. <br />3.3.6. State Water Board Response to Climate Change <br />On March 7, 2017, the State Water Board adopted Resolution 2017-0012, titled <br />Comprehensive Response to Climate Change, requiring a proactive response to climate <br />change in all California Water Board actions, with the intent to embed climate change <br />consideration into all programs and activities. <br />3.4. California Environmental Quality Act <br />The adoption of this Order is an action to reissue general waste discharge requirements <br />that is exempt from the California Environmental Quality Act (Public Resources Code <br />section 21000 et seq.) because it is an action taken by a regulatory agency to assure <br />the protection of the environment and the regulatory process involves procedures for <br />protection of the environment (Cal. Code Regs., Title 14, section 15308). In addition, the <br />action to adopt this Order is exempt from CEQA pursuant to Cal. Code Regs., Title 14, <br />section 15301, to the extent that it applies to existing sanitary sewer collection systems <br />that constitute "existing facilities" as that term is used in sections 15301 and 15302, to <br />the extent that it results in the repair or replacement of existing systems involving <br />negligible or no expansion of capacity. <br />3.5. State Water Board Funding Assistance for Compliance with Water Board Water <br />Quality Orders <br />The State Water Board, Division of Financial Assistance administers the implementation <br />of the State Water Board financial assistance programs, per Board -adopted funding <br />policies. Among other funding areas, the Division administers loan and grant funding for <br />the planning and construction of wastewater and water recycling facilities per funding <br />program -specific policies and guidelines.
