STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER 2022-0103-DWQ <br />Enrollee <br />An Enrollee is a public, private, or other non -governmental entity that has obtained approval for <br />regulatory coverage under this General Order, including: <br />• A state agency, municipality, special district, or other public entity that owns and/or <br />operates one or more sanitary sewer systems: <br />• greater than one (1) mile in length (each individual sanitary sewer system); <br />• one mile or less in length where the State Water Resources Control Board or a <br />Regional Water Quality Control Board requires regulatory coverage under this Order, or <br />• A federal agency, private company, or other non -governmental entity that owns and/or <br />operates a sanitary sewer system of any size where the State Water Resources Control <br />Board or a Regional Water Quality Control Board requires regulatory coverage under this <br />Order in response to a history of spills, proximity to surface water, or other factors <br />supporting regulatory coverage. <br />Environmentally Sensitive Area <br />An environmentally sensitive area is a designated agricultural and/or wildlife area identified to <br />need special natural landscape protection due to its wildlife or historical value. <br />Exfiltration <br />Exfiltration is the underground exiting of sewage from a sanitary sewer system through cracks, <br />offset or separated joints, or failed infrastructure due to corrosion or other factors. <br />Flood Control Channel <br />A flood control channel is a channel used to convey stormwater and non-stormwater flows <br />through and from areas for flood management purposes. <br />Governing Entity <br />A governing entity includes but is not limited to the following: <br />• A publicly elected governing board, council, or commission of a municipal agency; <br />• A Department or Division director of a federal or state agency that is not governed by a <br />board; <br />• A governing board or commission of an organization or association; and <br />• A private system owner/manager that is not governed by a board. <br />Hydrologically Connected <br />Two waterbodies are hydrologically connected when one waterbody flows, or has the potential <br />to flow, into the other waterbody. For the purpose of this General Order, groundwater is <br />hydrologically connected to a surface water when the <br />GAIMN"., STRE of " <br />groundwater feeds into the surface water.
