STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER 2022-0103-DWQ <br />ATTACHMENT E1— NOTIFICATION, MONITORING, REPORTING AND RECORDKEEPING <br />REQUIREMENTS <br />The Notification Requirements (section 1), Spill -specific Monitoring Requirements (section 2), <br />Reporting Requirements (section 3) and Recordkeeping Requirements (section 4) in this <br />Attachment are pursuant to Water Code section 13267 and section 13383, and are an <br />enforceable component of this General Order. For the purpose of this General Order, the term: <br />• Notification means the notifying of appropriate parties of a spill event or other activity. <br />• Spill -specific Monitoring means the gathering of information and data for a specific spill event <br />to be reported or kept as records. <br />• Reporting means the reporting of information and data into the online California Integrated <br />Water Quality System (CIWQS) Sanitary Sewer System Database. <br />• Recordkeeping means the maintaining of information and data in an official records storage <br />system. <br />Failure to comply with the notification, monitoring, reporting and recordkeeping requirements in <br />this General Order may subject the Enrollee to civil liabilities of up to $10,000 a day per <br />violation pursuant to Water Code section 13385; up to $1,000 a day per violation pursuant to <br />Water Code section 13268; or referral to the Attorney General for judicial civil enforcement. <br />Water Code section 13193 et seq. requires the Regional Water Quality Control Boards (Regional <br />Water Boards) and the State Water Resources Control Board (State Water Board) to collect <br />sanitary sewer spill information for each spill event and make this information available to the <br />public. Sanitary sewer spill information for each spill event includes but is not limited to: Enrollee <br />contact information for each spill event, spill cause, estimated spill volume and factors used for <br />estimation, location, date, time, duration, amount discharged to waters of the State, response <br />and corrective action(s) taken. <br />NOTIFICATION REQUIREMENTS <br />1.1. Notification of Spills of 1,000 Gallons or Greater to the California Office of <br />Emergency Services <br />Per Water Code section 13271, for a spill that discharges in or on any waters of the <br />State, or discharges or is deposited where it is, or probably will be, discharged in or on <br />any waters of the State, the Enrollee shall notify the California Office of Emergency <br />Services and obtain a California Office of Emergency Services Control Number as soon <br />as possible but no later than two (2) hours after: <br />• The Enrollee has knowledge of the spill; and <br />• Notification can be provided without substantially impeding cleanup or other <br />emergency measures. <br />The notification requirements in this section apply to individual spills of 1,000 gallons or <br />greater, from an Enrollee -owned and/or operated laterals, to a water of the State. <br />ATTACHMENT E1 — NOTIFICATION, MONITORING, REPORTING <br />AND RECORDKEEPING REQUIREMENTS December 6, 2022 <br />E1 - 3 <br />
