STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER 2022-0103-DWQ <br />2. SPILL -SPECIFIC MONITORING REQUIREMENTS <br />2.1 Spill Location and Spread <br />The Enrollee shall visually assess the spill location(s) and spread using photography, <br />global positioning system (GPS), and other best available tools. The Enrollee shall <br />document the critical spill locations, including: <br />• Photography and GPS coordinates for: <br />o The system location where spill originated. <br />For multiple appearance points of a single spill event, the points closest to the <br />spill origin. <br />• Photography for: <br />o Drainage conveyance system entry locations, <br />o The location(s) of discharge into surface waters, as applicable, <br />o Extent of spill spread, and <br />o The location(s) of clean up. <br />2.2 Spill Volume Estimation <br />To assess the approximate spill magnitude and spread, the Enrollee shall estimate the <br />total spill volume using updated volume estimation techniques, calculations, and <br />documentation for electronic reporting. The Enrollee shall update its notification and <br />reporting of estimated spill volume (which includes spill volume recovered) as further <br />information is gathered during and after a spill event. <br />2.3. Receiving Water Monitoring <br />2.3.1. Receiving Water Visual Observations <br />Through visual observations and use of best available spill volume -estimating <br />techniques and field calculation techniques, the Enrollee shall gather and document the <br />following information for spills discharging to surface waters: <br />• Estimated spill travel time to the receiving water; <br />• For spills entering a drainage conveyance system, estimated spill travel time from <br />the point of entry into the drainage conveyance system to the point of discharge into <br />the receiving water; <br />• Estimated spill volume entering the receiving water; and <br />• Photography of: <br />o Waterbody bank erosion, <br />o Floating matter, <br />o Water surface sheen (potentially from oil and grease), <br />ATTACHMENT E1 — NOTIFICATION, MONITORING, REPORTING <br />AND RECORDKEEPING REQUIREMENTS December 6, 2022 <br />E1 - 5 <br />
