<br /> The project will transform the building and surrounding exterior spaces into a new
<br /> community services space, while restoring and preserving the building's historic integrity
<br /> and its historic register standing. The Santa Ana Police Athletic & Activity League
<br /> (PAAL) is proposed as the new tenant, with programming to include an open community
<br /> area with a check-in desk, classrooms for recreation and art activities, restrooms, and
<br /> dedicated staff spaces.
<br /> Site improvements will address grading, concrete and asphalt work, American with
<br /> Disabilities Act (ADA) compliant access, utility connections, fencing and gates, lighting,
<br /> drainage, irrigation, and landscaping. The exterior will be carefully restored using
<br /> original historic drawings and photos to recreate doors, windows, and character-defining
<br /> features, with repairs to the clay tile roof, stucco, and decorative tiling. Interior spaces
<br /> will be designed to provide safe, accessible, and engaging areas that are modern yet
<br /> complementary to the historic character. The restoration is especially necessary due to
<br /> ongoing vandalism and trespassing, which have compromised the building's condition.
<br /> Project Advertisement and Contractor Procurement
<br /> To provide an opportunity for local vendors to submit bids, the City notified a total of
<br /> 1,817 vendors via PlanetBids. Furthermore, staff specifically reached out to Santa Ana
<br /> vendors to encourage their participation in bids. A total of four bids were received and
<br /> deemed responsive. No bids were received from Santa Ana contractors.
<br /> This project was advertised in PlanetBids from July 31, 2025 to August 28, 2025. Bids
<br /> were received electronically via PlanetBids on August 28, 2025. A copy of construction
<br /> plans, contracts, specifications ,and all related reference materials (such as The
<br /> Greenbook) are available for public review at the City's Public Works Agency, Central
<br /> Files office located in City Hall.

<br /> criteria, staff finds Loengreen, Inc. to be a responsible and qualified bidder and
<br /> recommends awarding them the construction contract. Loengreen, Inc. has previously
<br /> performed work as a prime contractor for the City of Santa Ana within the past five
<br /> years, including the Council Chamber ADA Compliance Project (No. 22-0504). The
