Construction Contract for Traffic Signal Improvement Projects <br />November 4, 2025 <br />Page 2 <br />DISCUSSION <br />The Public Works Agency Engineering Services Division (PWA) is responsible for the <br />administration and oversight of all Capital Improvements Projects (CIP) in the City. With <br />the adoption of the fiscal year 2024-25 budget, the City Council allocated funds for <br />traffic safety improvements at the intersections of Segerstrom Avenue and Raitt Street, <br />Segerstrom Avenue and Flower Street, and Edinger Avenue and Towner Street. The <br />traffic safety improvements will modify existing traffic signals and install a new <br />pedestrian hybrid beacon to enhance safety and increase mobility for those traversing <br />the intersections. <br />At Segerstrom Avenue and Raitt Street and Segerstrom Avenue and Flower Street, the <br />improvements will include installation of new left turn arrows to separate the turning <br />vehicle movements from opposing vehicles, pedestrians, and bicyclists eliminating the <br />potential for conflict. In addition, high visibility crosswalks and audible pedestrian signals <br />(APS) will be installed to enhance visibility of crossing pedestrians and bicyclists at the <br />intersection. The complete scope of work includes installation of new traffic signal poles, <br />conduit, fiber optic cable, video detection system, APS system, emergency vehicle <br />detection, signing and striping, and wheel chair ramps. <br />At Edinger Avenue and Towner Street, the improvements will install a new pedestrian <br />activated flashing beacon that will provide a controlled crossing for pedestrians to safely <br />cross the intersection. Additionally, high visibility crosswalks with APS will be installed to <br />enhance visibility of crossing pedestrians and bicyclists at the intersection. The <br />complete scope of work includes installation of new traffic signal poles, conduit, fiber <br />optic cable, video detection system, APS system, signing and striping, and wheel chair <br />ramps. <br />While General Funds have been allocated to fully fund these projects, an existing <br />memorandum of understanding (MOU) with Irvine and recently approved development <br />projects in the area will contribute to the cost of the improvements. These contributions <br />will be collected at a later date in accordance with the respective agreements and traffic <br />study mitigation requirements. <br />The city of Irvine reclassified part of Redhill Avenue and went through the Master Plan <br />of Arterial Highway amendment process. As part of this process, a traffic study identified <br />a traffic impact to the intersection of Segerstrom Avenue & Flower Street. An MOU with <br />the city of Irvine and Orange County Transportation Authority (OCTA) was approved by <br />the City Council on July 1, 2025. As part of this MOU, Irvine will contribute $37,224 to <br />this project. The MOU is currently being circulated by Irvine and OCTA for final <br />signatures. Once fully executed, Staff will coordinate with Irvine to obtain the funding <br />contribution. <br />As part of the entitlement process for both the Bristol Related and the Village <br />development projects, their respective operational traffic studies identified operational <br />
