School Resource Officer Services for the Orange County School of the Arts <br />November 4, 2025 <br />Page 2 <br />• Language ensuring OCSA will not be billed the daily rate if the City cannot <br />provide a substitute officer. <br />Additionally, OCSA would like the option to request scheduled overtime for SRO <br />coverage every Friday during the school year. The current annual contingency amount <br />of $25,000 may not be sufficient to include the extra hours, in addition to coverage for <br />various school events throughout the year. Increasing the contingency amount for Year <br />2 and 3 of the agreement from $25,000 to $75,000 per year will provide OCSA the <br />flexibility for additional coverage, such as special events and enhanced staffing, and <br />also allow the City to be reimbursed for the extra labor costs. <br />These revisions strengthen transparency and reinforce the partnership between the City <br />and OCSA without altering the scope of services. Staff recommends approval of the <br />amendment. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />Reimbursement from OCSA will continue to be deposited in the Police Miscellaneous <br />Reimbursement Revenue Account (No. 01114002-57402). <br />EXHIBIT(S) <br />1.
