Background and Purpose <br /> The Workforce Innovation and Opportunity Act (WIOA) requires partnerships under California's State <br /> Plan as the primary mechanism for aligning education and training services with regional industry sector <br /> needs in California's fifteen WIOA Regional Planning Units. California state law requires coordination <br /> between K-12, Community Colleges and WIOA systems and requires the use of sector strategies as the <br /> operational framework for the state's workforce system. <br /> The purpose of this Contract is to provide Regional Workforce Training Services under the Regional Equity <br /> and Recovery Partnerships (RERP) grant and by the Orange County Workforce Development Board <br /> (OCWDB) and its Subrecipients for workforce services in the region. The Orange Workforce Alliance <br /> (OWA)(formerly Orange Regional Planning Unit)consists of the Orange County Workforce Development <br /> Board (OCWDB), Anaheim Workforce Development Board (AWDB), and Santa Ana Workforce <br /> Development Board (SAWDB). The Orange Workforce Alliance will work to accelerate and deepen <br /> existing regional efforts that support regional system alignment, partnerships, and regional programs that <br /> achieve economic growth, economic equity, shared prosperity and a clean environment. The RERP grant <br /> focuses on strengthening the relationship with Orange County community colleges and businesses by <br /> creating short-term targeted education interventions to increase workforce preparation and participation for <br /> targeted populations in priority industry sectors. <br /> B. Subrecipient Responsibilities <br /> 1. Service Requirements <br /> The Subrecipient, in partnership with the Orange County Workforce Development Board(OCWDB) and <br /> Anaheim Workforce Development Board (AWDB), under the OWA will work to establish and facilitate <br /> regional goals and objectives; develop regional strategies, policies, and programs as part of regional <br /> planning and infrastructure development; focus on targeted populations, communities, and/or WIOA <br /> activities as a key partner in the state identified Regional Planning Unit.Regional efforts through the RERP <br /> grant will develop programs for targeted populations that include English language learners,first generation <br /> college students, and immigrants. The two priority sectors identified for this project with a substantial <br /> current and potential impact on the regional economy based on labor market information include health <br /> care and information technology. <br /> The OWA will collaborate with Coastline College,North Orange County Continuing Education,Santa Ana <br /> College,and Saddleback College to support the program development and enrollment of target populations <br /> in Medical Laboratory Technician,Cybersecurity,Supply Chain Management,Amazon Web Services,and <br /> Introduction to Information Technology programs. The programs offered through the community college <br /> partners will include strategies that support the targeted populations through additional support services, <br /> cohort models and Vocational ESL training. <br /> Regional Workforce Training Services includes,but is not limited to the following: <br /> A. Central to the City of Santa Ana is the Santa Ana WORK Center,a proud partner of the American <br /> Job Center of California(AJCC)network.
