X <br /> <br />Discussion: <br /> <br />a) A Cultural Resource Assessment was conducted by Terracon in November 2024. Terracon retained <br />BCR Consulting LLC (BCR Consulting) to complete a Cultural resources Assessment for the project <br />site. A records search of the surrounding areas via the South Central Coastal Information Center <br />(SCCIC) at California State University, Fullerton. The search area included a one-mile buffer from the <br />Project location. Data from the SCCIC indicated that there have been 41 previous cultural resources <br />studies conducted within a one-mile radius. 19 cultural resources have been documented within the <br />radius, including prehistoric and historic period built-environmental resources. One previous study <br />evaluated the project site, and no cultural resources were identified during the study. <br /> <br />A field survey was conducted by BCR Consulting and no cultural resources of any kind were identified <br />within the Project boundaries. Site visibility was variable, averaging approximately 15 percent. <br />Surficial sediments differed across the site; the southern portion featured dry, yellowish -brown, <br />loamy sand with moderate gravel inclusions, while the northeast portion consisted of dry, light-brown <br />sandy loam with minimal gravel inclusions. Significant disturbances from excavation and grading for <br />pavement and landscaping were evident throughout the site. The vegetation included imported, <br />landscaped trees and grass, as well as areas of imported desert flora. The Project area has low <br />sensitivity to subsurface resources and will implement mitigation measure CUL-1 to reduce potential <br />impacts to less than significant. <br /> <br />b) See discussion above in part a). However, if during construction any archaeological remains are <br />found, all construction will cease until qualified personnel can identify the remains and mitigate the <br />findings. Impacts are anticipated to be less than significant with incorporating mitigation measures <br />CUL-1 and CUL-2. <br /> <br />c) No formal cemeteries were found on or near the Project site.
