X <br /> <br />Discussion: <br /> <br />a) Due to its location in an urbanized environment, the Project is not anticipated to affect the quality <br />of the environment, habitat, fish, wildlife, or plant populations at the Project site during <br />construction or post-construction. Consequently, the Project will result in a less-than-significant <br />impact, provided that appropriate mitigation measures are implemented. <br /> <br />b) The proposed Project would result in significant impacts unless mitigated for the following <br />environmental issues: air quality, biology, cultural, noise, public services, transportation, geology <br />and soils, and tribal cultural resources. Mitigation measures have been identified for each of <br />these environmental areas to reduce impacts to a level that is less than significant. Cumulatively, <br />the proposed Project will not result in any significant impacts that would combine substantially <br />with impacts from other current or foreseeable future developments, assuming all other Projects <br />within the city comply with the established regulatory framework. <br /> <br />  <br />  <br />City Council 15 – 104 12/2/2025
