City of Santa Ana California Environmental Quality Act <br />Initial Study/Mitigated Negative Declaration <br /> <br />- 51 - <br />3.21 Mandatory Findings of Significance <br /> <br />Would the project: <br />Environmental Issue <br />Potentially <br />Significant <br />Impact <br />Less Than <br />Significant <br />with <br />Mitigation <br />Incorporated <br />Less Than <br />Significant <br />Impact <br />No <br />Impact <br />a) Does the project have the potential to <br />substantially degrade the quality of the <br />environment, substantially reduce the habitat of a <br />fish or wildlife species, cause a fish or wildlife <br />population to drop below self-sustaining levels, <br />threaten to eliminate a plant or animal community, <br />substantially reduce the number or restrict the <br />range of a rare or endangered plant or animal or <br />eliminate important examples of the major periods <br />of California history or prehistory? <br /> X <br />b) Does the project have impacts that are <br />individually limited, but cumulatively considerable? <br />("Cumulatively considerable" means that the <br />incremental effects of a project are considerable <br />when viewed in connection with the effects of past <br />projects, the effects of other current projects, and <br />the effects of probable future projects)? <br /> X <br />c) Does the project have environmental effects <br />which will cause substantial adverse effects on <br />human beings, either directly or indirectly? X <br /> <br />Discussion: <br /> <br />a) Due to its location in an urbanized environment, the Project is not anticipated to affect the quality <br />of the environment, habitat, fish, wildlife, or plant populations at the Project site during <br />construction or post-construction. Consequently, the Project will result in a less-than-significant <br />impact, provided that appropriate mitigation measures are implemented. <br /> <br />b) The proposed Project would result in significant impacts unless mitigated for the following <br />environmental issues: air quality, biology, cultural, noise, public services, transportation, geology <br />and soils, and tribal cultural resources. Mitigation measures have been identified for each of <br />these environmental areas to reduce impacts to a level that is less than significant. Cumulatively, <br />the proposed Project will not result in any significant impacts that would combine substantially <br />with impacts from other current or foreseeable future developments, assuming all other Projects <br />within the city comply with the established regulatory framework. <br /> <br /> <br /> <br />City Council 15 – 104 12/2/2025
