Memorandum of Understanding between the City of Santa Ana and the Santa Ana Police <br />Management Association <br />December 2, 2025 <br />Page 2 <br />5 <br />4 <br />5 <br />6 <br />FISCAL IMPACT <br />The estimated annual cost of the agreement during the three (3) year period is $433,177 <br />for FY 2025-26, $747,801 for FY 2026-27, and $999,093 for FY 2027-28, for a total <br />estimated cost of $2,180,071. The FY25-26 budget included a 4% set-aside for increased <br />compensation. Based on current year employee position vacancies in the Police <br />Department, the FY25-26 budget is sufficient to absorb the amount in excess of the set- <br />aside for the first year of the MOU. <br />EXHIBIT <br />1.
