Appropriation Adjustment and Sale of Land of 1725 N. Bristol Street <br />December 2, 2025 <br />Page 2 <br />The adjacent owner of the residential property at 1240 West 18t" Street expressed interest <br />in acquiring the 1725 N. Bristol parcel. As a condition of sale, the City executed a License <br />and Right of Entry Agreement on June 5, 2025 requiring the buyer to construct a 10-foot <br />wall with landscaping, consistent with the Bristol Street Improvements Specific Plan <br />standards for corridor soundwalls along the western edge of the subject property. <br />The adjacent property owner has since completed construction of the wall, which has <br />been verified to meet all City standards. With all requirements under the License and <br />Right of Entry Agreement now fulfilled, the City Council may now move forward with <br />authorizing the execution of the recommended Purchase and Sale Agreement for this <br />remnant parcel (Exhibit 2). <br />Staff recommends approval of Recommended Actions to transfer ownership of the <br />unused and undevelopable land to the adjacent property owner as they have satisfied all <br />requirements. Activating citywide vacant lots supports general plan goals by fostering <br />community development and increasing tax revenue. This transfer will reduce City <br />maintenance responsibilities and aligns with established municipal codes governing <br />surplus property disposition. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />The revenue generated will be used to reimburse project expenditures and replenish <br />funds utilized for citywide maintenance of vacant lots. In addition, the City will be relieved <br />from the continued staff time associated with ongoing monitoring, clean up, and <br />associated liability. <br />Approval of the recommended Appropriation Adjustment will recognize receipt of $1,516 <br />into the Select Street Construction, Sale of Land revenue account (No. 05917002-57071) <br />for Fiscal Year 2025-26 and appropriate it to the OCTA Bristol St Corridor Improvements, <br />Improvements Other Than Buildings expenditure account (No. 05917661-66220). The <br />remaining proceeds of $3,005 will be deposited to the Measure M Street Construction, <br />liability account (No. 03201001-20215) for disbursement to OCTA, consistent with grant <br />acquisition funding requirements. <br />EXHIBIT(S) <br />1.
