<br /> <br />December 2, 2025 <br /> <br />Mayor Amezcua and City Councilmembers <br />20 Civic Center Plaza <br />Santa Ana, CA 92701 <br />ecomment@santa-ana.org <br /> <br />Via Email <br />RE: Item 11 – Ayuda Sin Fronteras Program <br />Mayor Amezcua and Members of the Santa Ana City Council, <br />On behalf of Chispa, we urge the City Council (Council) to vote YES on Item 11 and approve the <br />proposed $150,000 allocation to continue the Ayuda Sin Fronteras Program (Program). It is imperative <br />that the City of Santa Ana (City) expand financial support and relief for residents impacted by recent U.S. <br />Customs and Border Protection (CBP), U.S. Immigrations and Customs Enforcement (ICE), and U.S. <br />Department of Homeland Security (DHS) immigration raids and actions. <br />Since its launch in July 2025, the Program has proven to be a lifeline for City families impacted by the <br />immigration raids who are struggling to pay for housing, utilities, or afford basic necessities such as <br />groceries. With 101 households and 198 individuals already assisted, the need for expanded emergency <br />aid remains urgent and growing. The need has only continued to grow, and the Program’s initial funds <br />were quickly exhausted, clearly demonstrating both the demand and its effectiveness. <br />Providing this additional $150,000 will ensure that families experiencing crisis can continue to access <br />emergency support for housing, utilities, and basic necessities. Santa Ana’s immigrant community is <br />facing ongoing and increasing enforcement activity, and maintaining this safety net is critical to keeping <br />families stable, housed, and safe. <br />For these reasons, we strongly urge the Council to approve this allocation and continue investing in a <br />program that has proven to be responsive, efficient, and deeply needed in our community. <br />Sincerely, <br /> <br />Bulmaro Vicente <br />Policy and Political Director <br />Chispa
