Planning and Building Agency <br />Item # 4 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Historic Resources Commission Staff Report <br />September 23, 2025 <br />Topic: HRCA No. 2025-08, HRC No. 2025-10, HPPA No. 2025-10 – The Hector Godinez <br />House (433 W. Santa Clara Avenue) <br />RECOMMENDED ACTION <br />1. Adopt a resolution approving Historic Resources Commission Application No. 2025- <br />08 and Historic Register Categorization No. 2025-10. <br />2. Recommend that the City Council authorize the City Manager and City Clerk to <br />execute the attached Mills Act agreement with E. Thomas Chappell, for the property <br />located at 433 W. Santa Clara Avenue, subject to non-substantive changes approved <br />by the City Manager and City Attorney. <br />EXECUTIVE SUMMARY <br />E. Thomas Chappell is requesting approval to designate an existing Spanish Colonial <br />Revival-style residence located at 433 W. Santa Clara Avenue to the Santa Ana Register <br />of Historical Properties, as well as approval to execute a Mills Act agreement with the City <br />of Santa Ana. The property qualifies for listing in the Santa Ana Register of Historical <br />Properties under Criterion 4(b) for its association with Hector G. Godinez, activist and <br />community leader in Santa Ana and Southern California. It is worthy of “Key” <br />categorization because it is associated with a significant person in the city. Elements of <br />the property reflective of its association with Godinez, the property’s builder and original <br />owner/occupant, include its L plan, cross-gabled roof, clay-barrel-tile roofing, entryway <br />arcade, and stucco exterior, among other features. <br />DISCUSSION <br />Project Location and Site Description <br />The subject property is located on a mid-block lot on W. Santa Clara Avenue lot with <br />Bonnie Brae to the east and N. Heliotrope Drive to the west, in the Floral Park <br />neighborhood of Santa Ana. The site contains a 1,456-square-foot, Spanish Colonial <br />Revival-style residence and attached garage on an approximately 7,800-square-foot <br />residential lot (Exhibits 3 and 4). <br /> <br />Historic Resources Commission 189 9/23/2025 <br />
