Pursuant to Santa Ana Municipal Code Section 30-6, no exterior physical <br />modifications, other than those identified by the Historic Resources <br />Commission for administrative approval by city staff, shall be permitted with <br />respect to a historic structure until the Historic Resources Commission <br />approves such request at a duly noticed public hearing and issues a <br />certificate of appropriateness. The Historic Resources Commission shall <br />issue the certificate of appropriateness upon finding that the proposed <br />modification(s) does not substantially change the character and integrity of <br />the historic property. <br />F. The project applicants are proposing a series of modifications to add a rear <br />second story addition to the residence, including the construction of a new <br />roof and upper walls and interior remodeling to create new interior living <br />space, in addition to legalizing an unpermitted upper -story bathroom <br />addition. The project is mainly intended to adapt the roughly ninety-year-old <br />residence’s interior to provide adequate living space for the applicants’ <br />family. Construction of the new addition will produce a gabled rear roof with <br />asphalt shingles supported by stucco-.clad walls flush with the planes of the <br />existing walls. All proposed windows will include wood sashes and feature <br />hung and awning operability. Finally, work proposed for the detached <br />garage will legalize unpermitted alterations (Exhibit C). <br /> <br />In consultation with staff, the applicant and project architect have made <br />certain changes to the project as originally proposed in order to ensure the <br />project will be consistent with the Secretary of the Interior’s Standards <br />(SOIS). Although the project originally proposed the inclusion of new vinyl <br />windows on the proposed addition and retention of vinyl windows where <br />they exist, the project was modified to replace all proposed and existing <br />vinyl windows with hung and casement wood-sash windows generally <br />consistent with the materials, size, and operability of the historical windows <br />on the second story. Staff initially recommended a two -to-three-foot <br />setback to ensure the exterior form of the proposed addition will be <br />differentiated from the historic building. The project applicant stated this <br />would not be recommended because such a setback would reduce the <br />interior plan of the addition by four to six feet in total in three directions. <br />Structurally, the setback would require introducing new footings, steel <br />columns and beams, which would reduce the useable interior of the ground - <br />floor spaces and would not be economically feasible relative to a potential <br />return on the investment. In coordination with staff , the applicants and <br />project architect agreed, as an alternative to a setback, to retain and/or <br />restore the historical eave-line molding, which will differentiate the new and <br />old construction.
