EXHIBIT A-SCOPE OF SERVICES and COSTS RATES <br /> NATIONAL FIREARMS EXAMINER ACADEMY TRAINER <br /> SANTA ANA POLICE DEPARTMENT <br /> PURPOSE OF NFEA TRAINING <br /> ATF opened the National Firearms Examiner Academy (NFEA) in 1999 to provide training for entry-level <br /> firearms examiners from local,state and federal law enforcement agencies.This innovate academy is a <br /> collaboration with ATF's National Laboratory Center,the Association of Firearm and Tool Mark <br /> Examiners (AFTE), and a private consultant to ensure new toolmark examiners receive proper training to <br /> work in this field. NFEA is currently the only national training program to provide a standardized training <br /> curriculum for education in firearms forensics. <br /> NFEA training spans four structured phases over a period of approximately two years.This training <br /> MUST be overseen by a senior Firearms Examiner, as required by the NFEA and ATF. <br /> ROCKY EDWARDS- ROCK FORENSICS <br /> Rocky Edwards retired as Santa Ana Police Department's Firearms Examiner in 2016, after twenty years <br /> of service to the Department and decades of experience as an expert in Firearms Investigations. He is <br /> certified by the United States Department of the Army to Conduct Forensic Examinations for <br /> Department of Defense as a Firearm &Toolmark Examiner and is a Distinguished Member of the <br /> Association of Firearm and Toolmark Examiners (AFTE). He is qualified as an expert in California Superior <br /> Court in the areas of Forensic Firearm and Toolmark Examination as well as Shooting Reconstruction, in <br /> the US Federal Court system as an expert in Forensic Firearm and Toolmark Identification, and as a <br /> Forensic Firearm Examiner in all branches of the military and NATO Countries (Britain and Canada). <br /> Refer to attached CV for detailed information. <br /> TRAINING SERVICES-$250/hour <br /> Services include but are not limited to: <br /> 1. On-site, hands-on training regarding microscope comparison work,safe firearms handling, serial <br /> number restoration,firearms identification,forensic firearms equipment training and <br /> maintenance, forensic instrumentation, bullet examinations and comparisons, cartridge case <br /> examinations and comparisons,toolmark examinations and comparisons,terminal ballistics, <br /> shot patterns,gunshot residues, distance determinations, bullet path analysis, wound effects, <br /> lab quality control and quality assurance, court testimony, and any other related topics required <br /> by the NFEA training curriculum. <br /> 2. Review of NFEA participant's training materials, including required research papers, oral <br /> presentations, and case study work <br /> 3. Supervised Case Review to be completed during Phase 3 and upon completion of Phase 4, until <br /> independent case proficiency requirements are met by NFEA participant. <br />
