two (2) week period for each case shall be selected by the Department Head or <br />their designee. <br />3. All donations must be made in a minimum of two (2) hour increments, except <br />for floating holiday donations which must be made in full days (to be credited <br />to recipient based on the donor's amount of hours for the floating holiday). <br />4. Any authorization of donations not made in accordance with the procedures <br />outlined in Section 10.10(C)(2) will not be processed. <br />5. All donations shall be irrevocable. <br />6. In the event the recipient returns to work before leave donations have been <br />exhausted, any balance on the books shall be accrued by the recipient and <br />designated as sick leave and may be used pursuant to Article X. <br />B. Eli ibgilitX <br />Regular employees shall be eligible for catastrophic leave donations if the <br />following criteria are met: <br />1. When it is reasonably foreseeable that all accumulated time on the books, such <br />as sick leave, compensatory time, holiday and vacation, will be exhausted and <br />the employee's absence will continue past the time when the employee will be <br />on paid status. <br />2. The employee's Department Head or their designee must approve a written <br />request for donations accompanied by a medical statement from the employee's <br />attending physician. The attending physician's statement must verify the <br />employee's need for an extended medical leave and an estimate of the time the <br />employee will be unable to work. <br />C. Procedure <br />1. Upon receipt of a valid request for donations from an eligible employee, the <br />Department Head or their designee shall post a notice within forty-eight (48) <br />hours of receipt of the eligible employee's need for donations via email and on <br />bulletin boards accessible to employees. No confidential medical information <br />shall be included in the posted notice. <br />2. Employees wishing to donate time to an eligible employee must sign their <br />authorization of the transfer of such donated time and provide: <br />• Their name, department name, and employee number. <br />2025 MOU City of Santa Ana & SEIU Full -Time Employees Unit Page 56 <br />
