That is done regularly and should <br />continue, but the policy is clear in stating the "distribution of discretionary funds" is limited to "city <br />programs, services, and special events". The Latino Muslim Unity - EID Fair, an event held outside of <br />Santa Ana, did not qualify for the disbursement.
