ADDITIONSIDELETIONS TO CLOSED SESSION MINUTES: None. PUBLIC COMMENTS.— Members of the public may address the City Council on Closed Session items. MINUTES: None. RECESS — City Council will recess to Closed Session for the purpose of conducting regular City business. MINUTES: Mayor Amezcua recessed to consider the Closed Session items at 4:13 P.M. CLOSED SESSION ITEMS—The Brown Act permits legislative bodies to discuss certain matters without members of the public present. The City Council finds, based on advice from the City Attorney, that discussion in open session of the following matters will prejudice the position of the City in existing and anticipated litigation: 1. CONFERENCE WITH LEGAL COUNSEL — EXISTING LITIGATION pursuant to Paragraph (1) of subdivision (d) of Section 64956.9 of the Government Code: A. City of Santa Ana v. Rose Marie Bizarro; and Does 1 to 10, OCSC Case No.: 30-2025-01522368-C U-PA-WJC 2. CONFERENCE WITH LEGAL COUNSEL — POTENTIAL INITIATION OF LITIGATION pursuant to Paragraph (4) of subdivision (d) of Government Code Section 64956.9: One (1) case: Sunshine Village 3. CONFERENCE WITH REAL PROPERTY NEGOTIATORS pursuant to Government Code Section 54956.8: Property: 209 W. Civic Center Dr, APN 005-184-25 Agency Negotiator: Michael L. Garcia, Executive Director of Community Development Negotiating Parties: 209 West Civic Center, LLC Under Negotiation: Price and Terms of Payment CONFERENCE WITH LEGAL COUNSEL — POTENTIAL INITIATION OF LITIGATION pursuant to Paragraph (4) of subdivision (d) of Government Code Section 54956.9: One (1) case MINUTES: Councilmember Phan recused herself from Closed Session Item No. 3 as the party is a client of her employer, Rutan and Tucker.
