ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />Bristol Street and Memory Lane Intersection Improvements — Project No. 17-6883 <br />1. Substantial changes are proposed in the project which will require major revision o, f the previous VR <br />tMe to the involvement o, f ne w significant environmental effects `ecis or a substantial increase to the severity <br />of previously identified significant e, f fects; <br />2. Substantial changes occur with respect to the circumstances under which the project is undertaWn <br />which will require major revision of the previous EIR dace to the involvement of .new sig4fcant <br />environmental increase in the severity ofpreviouslyidentjied significant effects, or <br />3. New information ofsubstantial importance, which was not known and could not have been known with <br />the exercise of reasonable diligence at the time the previous EIR was certified as complete, shows any <br />of the following: <br />(A) The project will have one or more significant effects not discussed in the previous EIR; <br />(B) &gni cant efects previously exarnined will be substantiaRy more severe than shown in the <br />previous EIR; <br />(C) Mtigation measures or alternatives previously found not to be feasible would in fact be <br />feasible, and would substantially reduce one or more significant effects of the project but the <br />project proponents decline to adopt the mitigation -measure or alternative; or <br />(D,) Mtigation measures or alternatives which are considerably different from those analyzed in <br />the previous EIR would substantially reduce one or more signifiicant effects on the environ- <br />ment but the project proponents decline to adopt the mitigation measure or alternative. <br />(CEQA Guidelines Section 15162[a]) <br />A Supplement to an EIR (or Supplemental EIR), which is narrower in scope than a Subsequent EIR, may be <br />prepared if any of the above criteria apply, but "only minor changes or additions would be necessary to make the <br />previous EIR adequately apply to the project in the changed situation" (CEQA Guidelines Section 15163[a][2]). In <br />the absence of the need to prepare either a Subsequent or Supplemental EIR, an Addendum may be prepared. More <br />specifically, CEQA Guidelines Section 15164 states: <br />(a) The lead agency or a responsible agency shall prepare an addendum to a previously certified VR if <br />some changes or aMtions are necessary but none of the conditions described in Section 15162 calling <br />for preparation of asnbsequent EIR have occurred <br />(b) An addendum to an adopted negative declaration may be prepared if only minor technical changes or <br />additions are necessary or none of the conditions described in Section 15162 calling for the <br />,preparation of a subsequent EIR or negative declaration have occurred <br />tc) An addendum need not he circulatedfor public review bid can be included in or attached to the final <br />EIR or adopted negative declaration. <br />(d) The decision -making body shall consider the addendum with the final EIR or adopted negative <br />declarationprior to making a decision on the project <br />(e) A brief explanation of the decisions not to prepare a subsequent EIR pursuant to Section 15162 should <br />he included in an addendum to an EIR, the lead agency's findings on the project, or elsewhere in the <br />record The explanation must be supported bysubstantial evidence. <br />This Addendum to the previously certified FEISIEIR for the approved Bristol Street Widening Project has been <br />prepared because the evaluation of the proposed modifications does not result in any of the circumstances requiring <br />a Subsequent or Supplemental EISIE[R. Although the proposed modifications would result in development that <br />differs from that in the 1990 FE[SIE[R, those modifications do not trigger the need for preparation of a Subsequent <br />or Supplemental EIR under the criteria listed in CEQA Guidelines Sections 15162 and 15163, respectively. Section <br />2.4, Environmental Checkitst, and Section 3.4, Environmental Consequences, of this Addendum demonstrate that no <br />substantial changes would result from the proposed Project modifications nor have the existing conditions in the <br />Final I December 2017 1-2 Introduction <br />
