ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />Bristol Street and Memory Lane Intersection Improvements — Project No. 17-E883 <br />3.0 ENVIRONMENTAL CONSEQUENCES <br />This section describes the effects of the proposed Project as compared to those identified in the previously approved <br />1990 FEISIEIR document, and to existing conditions and any changes in regulatory setting since the previously <br />approved 1990 FEISIEIR. Furthermore, this section analyzes the potential environmental impacts associated with <br />the proposed Project. The issue areas evaluated in this document include the following, pursuant to Appendix 0 of <br />the CEQA Guidelines, and have been modified to evaluate the proposed Project changes for which an FEISIEIR has <br />been previously approved (in 1990) to assist in the determination of the need for a supplemental EISIEIR or an <br />Addendum. <br />The modified Initial Study checklist, comparing the effects of the Project modifications as compared to those <br />analyzed in the 1990 FEISIEIR, is found in Appendix A, AIocfiiaed Initial &udv Checklist. <br />■ Aesthetics <br />• Agricultural and Forestry Resources <br />■ Air Quality <br />■ Biological Resources <br />■ Cultural Resources <br />• Geology and Soils <br />■ Greenhouse Gas Emissions <br />■ Hazards and Hazardous Materials <br />■ Hydrology/Water Quality <br />• Land Use <br />■ Mineral Resources <br />■ Noise <br />■ Population and Housing <br />■ Public Services <br />■ Recreation <br />• Transportation/Traffic <br />■ Tribal Cultural Resources <br />• Utilities/Service Systems <br />■ Mandatory Findings of Significance <br />A summary of impacts of the previously approved Bristol Street Widening Project and the mitigation .measures <br />imposed is provided along with an analysis of the potential impacts resulting from the proposed Project and whether <br />those impacts substantially exceeds those discussed in the previously approved 1990 FEISIELR. <br />3.1 AESTHETICS <br />This section corresponds with the following 1990 FEISIEIR, Section IV, Environmental Consequences aW <br />M igcrtionMeasures, subsections: <br />■ Subsection A, Landform AMificadoft; <br />• Subsection G, Urban Landscaping; <br />• Subsection J, Light aW Glare; and <br />■ Subsection K,Aesthetic Considerations. <br />Would the project: <br />a) Have a substantial a&erse ffect on a seenk vista? <br />The proposed Project would not result in any significant modifications or changes from the previously approved <br />1990 FEISIEIR. The Prcject is located within a highly developed urban area of the City of Santa Ana, Existing land <br />use near the Project site consists of multi- and single-family residential uses, commercial uses, and vacant land. No <br />scenic vistas are located within the Project area. No impact to scenic vistas would result from the proposed Project. <br />Certified 1990 FEISIEIR Mitigation Measures: No 1990 FEISMIR mitigation measures are applicable: <br />Mitigation Measures: No additional mitigation measures are required. <br />Final I December 2017 3-1 Environmental Consequences <br />
