Bristol Street and Memory Lane Intersection Improvements <br />February 17, 2026 <br />Page 5 <br />Project Phasing <br />The contractor will be constructing this project in a singular phase, fulfilling the scope of <br />work as outlined in the contract documents. The contractor is responsible for <br />determining the scheduling and sequencing of activities based on their proposed means <br />and methods. <br />Public Outreach <br />The project scope will impact nearby businesses and residents. To ensure timely and <br />effective communication, the following notification measures will be implemented prior <br />to the start of construction: <br />• Electronic message signs will be installed two weeks in advance of construction <br />activities to provide early notice of the project's start date, <br />• A project information sign will be posted at the construction site, including contact <br />information for public inquiries, <br />• Residents and businesses within 1,000 feet of the project limits will receive door <br />hangers or mailed notifications at least two weeks before construction begins, <br />• A second round of notification will be issued 48 hours prior to the start of <br />construction to residents and businesses adjacent to the limits of work, and <br />• The City will also disseminate information through its official website and social <br />media platforms to keep the public informed of construction activities, including <br />any lane closures. <br />ENVIRONMENTAL IMPACT <br />In 1990, the City Council approved the Bristol Street Final Environmental Impact <br />Statement/Environmental Impact Report (FEIS/EIR No. 89-01). Due to minor design <br />modifications, an Addendum to the FEIS/EIR was prepared and adopted by City Council <br />on December 5, 2017, pursuant to the California Environmental Act (Exhibit 4). The <br />proposed project complies with the adopted Environmental Impact Report. <br />FISCAL IMPACT <br />As indicated in the Cost Analysis, the estimated total construction delivery cost of the <br />project is $2,362,228. All funds are available for expenditure in Fiscal Year 2025-26. Any <br />remaining balances not expended at the end of the fiscal year will be carried forward into <br />Fiscal Year 2026-2027. <br />The proposed contract authorizes staff a maximum of 10% for construction contract <br />change orders for unanticipated or unforeseen work. Staff will return to the City Council <br />for authorization and appropriation of additional contingency if necessary. <br />Approval of the requested appropriation adjustment will recognize $200,000 from <br />the spendable fund balance in the Public Works Water Revenue and Water Utility Capital, <br />Transfer from Fund 060 revenue account, and appropriate the same amount to the <br />
