Implementation of the proposed Project would not result in greater <br />impacts than previously analyzed, in the 1990 FEISIEIR. <br />Certified 1990 FEISIEIR Mitigation Measures: No 1990 FEISIEIR mitigation measures are applicable: <br />Mitigation Measures: No additional mitigation measures are required. <br />3.3 AIR QUALITY <br />This section corresponds with 1990 FEISIEIR Section IV, Environmental Consequences and Mfigation Akasutes, <br />Subsection H, Air Quality, and Subsection V, Construction Impacts of the previously approved <br />Where available, the s4ptificarnce criteria established by the applicable air quality management or air pollution <br />control district maybe relied upon to make the follo dM determinations: Would the project. <br />a) Conflict with or obstruct implementation of the applicable air quality plate? <br />The proposed Project is consistent with the applicable plans, ordinances and policies establishing measures of <br />effectiveness for the performance of the circulation system as described in the 1990 FEISIEIR. According to the <br />1990 FEISIEIR, the widening of Bristol Street was designated in the Orange County Mader Plan, and was <br />recommended in the Bristol Street Corridor Study — Final Report, prepared by Mohle, Grover & Associates, dated <br />1983.4 It was also recommended in the Arterial Highway Element — SanlaAna Element — Santa Ana Ransportation <br />Corridor State II Alternative Analysis, prepared. by Parsons, Brinckerhoff', Quade and Douglas, Inc., dated 1983. <br />The proposed widening is also consistent with the recommendation found in thelntercity Liaison Committee — Five - <br />Year Ransportation Study Update to 1990, prepared by Basmaciyan-Darnell, Inc., dated 1985.1 Furthermore, the <br />proposed Project would improve traffic operations through the Project corridor. Impacts would be similar to those <br />identified in the 1990 FEISIEIR. <br />The Bristol Street Widening Project is included in SCA&.9 2016-2040 Regional Transportation PlaWSustainable <br />Communities Strategy (RTPISCS): A Plan for Mobility, Accessibility, Sustainability and a High Quality of life <br />(2016 RTP) (RTP ID ORA125).6 The Project is also currently_ listed in SCAG's financially constrained 2017 <br />Federal Ransportaiion Improvement Program (2017 FTIP) for fiscal year 2016/2017 — 2021/2022. The Project <br />.entry in the 2017 FTIP identifies the following scope of work: BRISTOL ST (MEMORY LANE TO 17TH <br />STREET AND �3RD STREET TO ST.
