ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />- Bristol Street and Memory Lane Intersection Improvements — Project No. 17-E883 <br />X-3 The removal of underground storage tanks will be in accordance with all applicable regulations. For <br />any service stations that will be partially acquired or displaced, the City will request that the owners <br />remove the underground gasoline tanks prior to property acquisition. If the owners do not remove the <br />underground tanks, the City will include the following statement in the right-of-way agreement: <br />"It is understood the property being acquired in this transaction may contain hazardous waste <br />which must be removed or otherwise treated under state or federal Law to protect the public <br />health. If hazardous waste is found to exist on the property, the State may exercise its right to <br />bring an action, if necessary, to recover clean-up costs from the grantors or any others who <br />are ultimately determined to have responsibility for the hazardous waste condition of the <br />property" <br />Mitigation Measures: No additional mitigation measures are required. <br />c] Emd hazardous emissions or handle hazardous or acutely hazardous materials, substanees, or "W"e <br />n*hbt one -quarter mile of an exftfitg or proposed school? <br />The schools closest to the Project site are Santiago Elementary School (located approximately 0.46 mile south at <br />2212 N. Baker Street, Santa Ana) and Riverdale EIementary School (located approximately 0.60 mile west at 13222 <br />Lewis Street, Garden Grove). Thus, no schools are located within one -quarter mile of the Project site and impacts <br />would not be greater than that previously analyzed in the 1990 FEISIEIR. <br />Certified 1990 FEISIEIR Mitigation Measures: No 1990 FEISIEIR mitigation measures are applicable <br />Mitigation Measures: No additional mitigation measures are required. <br />dj Be located on a site which is included on a list of hazardous materials sites compiled pursuant to <br />Government Code Section 65962.5 and as a result would it create a sign (rcaitt hazard to the public <br />or the environment? <br />The Project site includes a former service station where gasoline was reported to have contaminated the soil; the site <br />completed site remediation through appropriate state and local agency standards as required. To that end, the <br />RWQCB issued a case closure letter dated October 22,. 2001 stating that no further action was required for the site. <br />As discussed in Response 3.8(b), compliance with existing regulations and mitigation measures from the 1990 <br />FEISIEIR would ensure that impacts are not greater than previously analyzed in the 1990 FEISIEIR. <br />Certified 1990 FEIS/EIR Mitigation Measures: Refer to 1990 FEISIEIR Mitigation Measures X-1 through X-3. <br />Mitigation Measures: No additional mitigation measures are required. <br />e} For a project located within an airport land use plan or, where such a plan has not been adopted <br />witftin twn miles of a public airport or public use airpor4 would the project result in a safety hazard <br />for people residing or working in the project area? <br />The Project site is not within an airport Iand use plan. The closest airport to the site is John Wayne — Orange County <br />Airport, located approximately 5.9 miles southeast of the Project site. The proposed Project would not introduce <br />any new risks or increase risks associated with the Project. Impacts in this regard would not be greater than that <br />previously analyzed in the 1990 FEISIEIR. <br />Certified 1990 FEISIETR Mitigation Measures: No 1990 FEISIEIR mitigation measures are applicable <br />Mitigation Measures: No additional mitigation measures are required. <br />Final I December 2017 3-15 Environmental Consequences <br />
