ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />Bristol Street and Memory Lane Intersection Improvements — Project No. 17-6883 <br />According to the 2015 Orange County Congestion Alaaagement Program, prepared by the Orange County <br />Transportation Authority, dated November 2015, the intersection of Bristol Street and Memory Lane is not a CMP <br />intersection, nor is this intersection located along a CMP Highway System. Further, as discussed in Response <br />3,16(a), the proposed Project would result in an improvement to both the AM and PM Peak Hour LOS. As the <br />proposed Project would not increase the capacity of the roadway network, the Project would not result in greater <br />impacts than that previously analyzed in the 1990 FEIVEIR. <br />Certified 1990 FEISIEIR Mitigation Measures: No 1990 FEISIEIR mitigation measures are applicable <br />Mitigation Measures: No additional mitigation measures are required. <br />c) Result in a change in air trgrw patterns, including either an increase in triew- levels or a change in <br />loeo on that results in substantial safety risks? <br />The closest airport to the site is John Wayne — Orange County Airport, located approximately 5.9 miles southeast of <br />the Project site; the proposed Projeet would have no impact on air traffic patterns. The proposed Project would not <br />introduce any new risks or increase risks. Impacts would not be.greater than that previously analyzed in the 1990 <br />FE[SIE[R. <br />Certified 1990 FEISIEIR Mitigation Measures: No 1990 FEISMIR mitigation measures are applicable <br />Mitigation Measures: No additional mitigation measures are required. <br />14 Substantially increase hazards due to a design feature (e.g., sharp curves or dangerous <br />intersections) or incompalihle uses (e.g., farm. equipmeo ? <br />The proposed Project would improve the traffic flow at the Bristol Street and Memory Lane intersection and would <br />not create any sharp curves or other incompatible uses. Impacts would not be greater than that previously analyzed <br />in the 1990 FEIS/E[R. <br />Certified 1990 FEISIEIR Mitigation Measures: No 1990 FEISMIR mitigation measures are applicable <br />Mitigation Measures: No additional mitigation measures are required. <br />e) Result in inadequate emergency access? <br />The proposed Project would improve traffic operations along Bristol Street in the long-term. During the <br />construction phase traffic flow along Bristol Street within the Project limits could be temporarily affected, including <br />the mobility of emergency vehicles; however, access, including two --way travel would be maintained through the <br />Project corridor during construction. Traffic control plans would be prepared prior to construction to facilitate <br />traffic movement through the Project corridor during construction Although the proposed Project may interfere <br />with emergency access in the short-term, it would improve emergency access once the Project is completed. <br />Implementation of 1990 FEISIEIR Mitigation Measures V-10, V-12, V-13 and V-16 would reduce impacts <br />associated with inadequate emergency access to a Iess than significant Ievel. Impacts would not be greater than that <br />previously analyzed in the 1990 FEISIEIR. <br />Certified 1990 FEISIEIR Mitigation Measures: Referto.1990 FEISIEIR Mitigation Measures V-10, V=12, V-13, <br />and V-16. <br />Mitigation Measures: No additional mitigation measures are required. <br />f) Conflict WM adopted policies, plans, or programs regarding public transi4 bicycle, or pedestrian <br />facilities, or otherwise decrease the performance or safety of such facilities? <br />The proposed Project would not conflict with any altemative transportation plan and would increase safety <br />associated with improvements to the traffic operations through the Project area.
