<br />City of Santa Ana | First Street Multimodal Corridor <br />Technical Memorandum <br /> <br />52 <br /> <br />West Side Design Year <br />For all study scenarios, the future year volumes are based on an average growth rate of <br />0.6% per year applied to the existing ground count traffic volumes , which suggest no <br />changes in traffic patterns over the next 22 years . The results of the Design Year analysis <br />indicate that with the reduction in lanes to either five lanes or six lanes , there will be a <br />significant increase in delays if traffic patterns remain unchanged. The City is currently <br />working with OCTA to run the OCTAM model for the five lane and the four-lane with bus lane <br />conditions to determine if the lane reduction would res ult in a redistribution of traffic to other <br />routes . As this is currently a grid network and there are several parallel or alternative routes <br />in the area, this model will help provide more accurate long-term travel patterns . Results of <br />the Enhanced Pedestrian and Bicycle Concept and Bus Lane/Bike Lane Concept will be re- <br />evaluated once the model runs are completed. <br />East Side Analysis <br />Operational analysis for the east side evaluated the baseline six-lane option and the <br />proposed four-lane option. The results of the analysis show that all intersections east of I-5 <br />are forecast to operate at LOS D or better with the four lanes under both Opening Year and <br />Design Year Conditions. <br />Travel Time Analysis <br />Travel time calculations were conducted for the west side (Bristol Street to Zoo Lane) and <br />the east side (Zoo Lane to Tustin Avenue) for the Opening Year and Horizon Year for all <br />study scenarios. Travel times were calculated for both buses and passenger vehicles in <br />order to understand the benefits and the impacts to each mode. Tables 13 and 14 <br />summarize the Opening Year and Design Year travel times for the corridor for automobiles <br />and Tables 15 and 16 report the same data for buses. <br /> <br />
