<br />City of Santa Ana | First Street Multimodal Corridor <br />Technical Memorandum <br /> <br />9 <br /> <br />Overall Corridor Conditions <br />Pedestrian and bicycle conditions along First Street reveal significant safety and accessibility <br />challenges, with gaps in infrastructure, inconsistent facilities, and environmental factors that <br />collectively create barriers to safe and comfortable travel for all users. The following <br />observations highlight opportunities for improvement in the redesign of First Street. <br />Street Conditions <br />• Continuous sidewalk access on both sides of the street. <br />• High frequency of driveways with no clear ADA pathway. <br />Bicycle Facilities <br />• No existing bicycle facilities provided. <br />• Posted speed limits (40-45 mph) have proven fatal for cyclist/vehicle collisions. <br />• Predominance of sidewalk cycling impacts pedestrians. <br />• No bike-protected intersections at key north/south wheel facility connections  (Bristol <br />Street, Flower Street, Ross Street, Standard Avenue, Grand Avenue, Tustin <br />Avenue). <br />• Need connections to other bike routes, safe crossings under Metrolink & over <br />freeway. <br />Intersections & Controlled Crossings <br />• Signalized crossings are infrequent (16 traffic signals along the 3-mile corridor) and <br />often located far apart (approximately 1 mile west of Main Street and approximately <br />0.25 mile east of I-5). <br />• Long distances between north-south signalized cross ings (typically 1/2-mile). <br />• Major intersections with long crossing distances (100–140 feet). <br />• Marked crosswalks are not high-visibility continental type. <br />• Directional curb ramps (single ramp) are unsafe at intersections with large curb radii <br />& high turning speed. <br />• Dangerous jaywalking near activity hubs with vulnerable populations. <br />• No protected bicycle intersections. <br />Climate Impact <br />• Extreme weather threatens people with disabilities. <br />• Existing tree canopy is  inconsistent. <br />• Limited access to shade & seating. <br />• Surrounding hardscape, landscape & buildings affect pedestrian comfort. <br />
