EXHIBIT 4 <br /> RESOLUTION NO. 2025-XXX <br /> A RESOLUTION OF THE HOUSING AUTHORITY OF <br /> THE CITY OF SANTA ANA APPROVING THE <br /> SUBMISSION OF THE FIVE YEAR PLAN FOR <br /> FISCAL YEARS 2025-2030 AND SUBMISSION OF <br /> THE ANNUAL PLAN FOR FISCAL YEAR 2025-2026 <br /> BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY OF THE CITY <br /> OF SANTA ANA, AS FOLLOWS: <br /> Section 1. The Housing Authority of the City of Santa Ana conclusively finds, <br /> determines and declares as follows: <br /> A. The Housing Authority of the City of Santa Ana (the "Authority") is required <br /> by the U.S. Department of Housing and Urban Development ("HUD") to have a Five <br /> Year Plan and an Annual Plan due to the fact that the Authority administers a Housing <br /> Choice Voucher ("HCV") Rental Assistance Program. <br /> B. The purpose of the Authority's Five Year Plan and Annual Plan is to <br /> advise HUD, program participants and members of the public of its mission and strategy <br /> to serve the needs of very low-income families. It provides information about the current <br /> operations of the Authority, including programs, participants, services for the upcoming <br /> five years, and any operational or tenant concerns. <br /> C. The Authority is required to review its operations and needs for the Five <br /> Year Plan and Annual Plan with input from HCV participants. Three (3) Resident <br /> Advisory Board Meetings were held on February 5, 2025, with responses incorporated <br /> into the Five Year Plan and Annual Plan, as required by HUD regulations. <br /> D. HUD regulations require a forty-five (45) day public comment period. On <br /> January 31 , 2025, a legal notice was published in the Orange County Register, Nguoi <br /> Viet and La Opinion advising the public that a draft of the Five Year Plan and Annual <br /> Plan was available for public review and comment and a public hearing would be held <br /> on March 18, 2025. The public comment period ended on March 18, 2025. Further, a <br /> public hearing was held by the Authority on March 18, 2025, and all comments received <br /> at the hearing are included in the final documents to be submitted to HUD. <br /> Section 2. The Five Year Plan for Fiscal Years 2025-2030 of the Housing Authority of <br /> the City of Santa Ana is hereby approved and adopted.
