EXHIBIT 1 <br /> Goal#3:Ensure the accuracy,integrity and compliance of all voucher program operations. <br /> Objective#1:Retain High Performer SEMAP status. <br /> • FY 2021: <br /> o SAHA was certified as a High Performer for FY 19-20. The final SEMAP score for the fiscal year ending 6/30/2020 is 97%. <br /> SAHA audited a total of 353 files under SEMAP Indicator#3,even though the minimum sample size required by HUD was <br /> only 35 files. This is equal to ten(10)times the number of files required to be audited by HUD. For SEMAP Indicator#5, <br /> SAHA audited a total of 49 inspections even though the minimum sample size required by HUD was only 33 quality control <br /> inspections. <br /> • FY 2022: <br /> o SAHA was certified as a High Performer for FY 20-21. The final SEMAP score for the fiscal year ending 6/30/2021 is <br /> 100%.SAHA audited a total of 273 files under SEMAP Indicator#3,even though the minimum sample size required by <br /> HUD was only 35 files. This is equal to eight(8)times the number of files required to be audited by HUD. For SEMAP <br /> Indicator#5,SAHA conducted a total of 46 quality control inspections even though the minimum sample size required by <br /> HUD was only 34 quality control inspections. <br /> • FY 2023: <br /> o SAHA was certified as a High Performer for FY 21-22.The final SEMAP score for the fiscal year ending 6/30/2022 is <br /> 100%.SAHA audited a total of 372 files under SEMAP Indicator#3,even though the minimum sample size required by <br /> HUD was only 35 files. This is equal to ten(10)times the number of files required to be audited by HUD. For SEMAP <br /> Indicator#5,SAHA conducted a total of 69 quality control inspections even though the minimum sample size required by <br /> HUD was only 34 quality control inspections. This is twice the number of quality control inspections required to be audited <br /> by HUD. <br /> • FY 2024: <br /> o SAHA was certified as a High Performer for FY 22-23.The final SEMAP score for the fiscal year ending 6/30/2023 is 93%. <br /> SAHA audited a total of 380 randomly selected files under SEMAP Indicator#3,even though the minimum sample size <br /> required by HUD was only 36 files. This is equal to ten(10)times the number of files required to be audited by HUD. For <br /> SEMAP Indicator#5,SAHA conducted a total of 53 randomly selected quality control inspections even though the <br /> minimum sample size required by HUD was only 35 quality control inspections. <br /> • FY 2025: <br /> o SAHA was certified as a High Performer for FY 23-24.The final SEMAP score for the fiscal year ending 6/30/2024 is 97%. <br /> SAHA audited a total of 425 randomly selected files under SEMAP Indicator#3,even though the minimum sample size <br /> required by HUD was only 36 files. This is equal to twelve(12)times the number of files required to be audited by HUD. <br /> For SEMAP Indicator#5,SAHA conducted a total of 50 randomly selected quality control inspections even though the <br /> minimum sample size required by HUD was only 35 quality control inspections. <br /> Goal#4:Increase assisted housing choices by providing quality customer service to existing landlords and conducting outreach to new <br /> landlords. <br /> Objective#1:Communicate on a regular basis with active landlords by providing information on key program updates. <br /> • FY2021: <br /> o During this Fiscal Year,the Housing Authority of the City of Santa Ana(SAHA)e-mailed a newsletter in July,October and <br /> December due to the COVID-19 pandemic. <br /> • FY 2022: <br /> o During this Fiscal Year,SAHA e-mailed a newsletter in December and January due to the COVID-19 pandemic. <br /> • During FY 2023,FY 2024,and FY 2025,SAHA sent an electronic Landlord Newsletter to our active landlords on a monthly basis. <br /> Each newsletter provided key program updates and information for landlords. <br /> Objective#2:Maintain active participation in the Orange County Apartment Association and attend local events to promote participation in the <br /> program. <br /> • For FY 2021,FY 2022,FY 2023,FY 2024,and FY 2025,the Housing Authority of the City of Santa Ana maintained an active <br /> membership with the Orange County Apartment Association. <br /> Goal#5:Provide equal opportunity,affirmatively further fair housing and provide regular training on fair housing for staff,owners and <br /> participants. <br /> Objective#1:Provide an annual mandatory training for all Housing Authority staff. <br /> • The Housing Authority of the City of Santa Ana held an annual,mandatory Fair Housing Training for all Housing Division employees <br /> on the following dates: <br /> o September 11,2020 <br /> o August 27,2021 <br /> o August 18,2022 <br /> o August 31,2023 <br /> o August 22,2024 <br /> Objective#2:Provide information on fair housing to owners and participants. <br /> • For FY 2021,FY 2022,FY 2023,FY 2024,and FY 2025,the Housing Authority of the City of Santa Ana provided information on fair <br /> housing to owners and participants. <br /> Goal#6: Provide information on the Violence Against Women Act(VAWA)of 2013 to active participants and owners to ensure <br /> protection for Victims of Domestic Violence,Dating Violence,Sexual Assault,or Stalking. <br /> • For FY 2021,FY 2022,FY 2023,FY 2024,and FY 2025,the Housing Authority of the City of Santa Ana provided information on <br /> VAWA to all program applicants,participants and landlords. <br /> Page 4 of 9 form HUD-50075-5Y(03/31/2024) <br />
