The City of Santa Ana is the Lead Agency for the project pursuant to CEQA Guidelines <br /> Section 15367. The IS/MND and MMRP were circulated for public review in accordance <br /> with CEQA requirements, and the City Council has independently reviewed and <br /> considered the environmental documentation prior to taking action on this resolution. <br /> Based on the whole of the administrative record, including the IS/MND and MMRP, the <br /> City Council finds that the proposed Project will not have a significant effect on the <br /> environment with implementation of the adopted mitigation measures, and hereby <br /> certifies the IS/MND and adopts Project MMRP, attached hereto for reference as Exhibit <br /> B, in conjunction with approval of this resolution. <br /> Section 6. The City Council of the City of Santa Ana, after conducting the public <br /> hearing, hereby approves GPA No. 2025-01. The amendments to the General Plan are <br /> attached hereto as Exhibit A and incorporated herein by this reference as though fully <br /> set forth herein. This decision is based upon the evidence submitted at the above said <br /> hearing, which includes, but is not limited to: the Request for Planning Commission <br /> Action dated February 9, 2026, the Request for Council Action dated March 3, 2026, and <br /> exhibits attached hereto; and the public testimony, written and oral, all of which are <br /> incorporated herein by this reference. <br /> [Signatures on the following page] <br /> City Council 22 — 11 PaWWZ6 <br />
