<br />In addition to updating and modernizing all aspects of the City <br />will include retooling and updating development practices and processes. To inform the <br />process, the City has outreached to and engaged with stakeholders. In 2025, the City <br />hosted the second and third round of workshops, as well as meetings with property <br />owners whose property may be rezoned, and began drafting nine new articles that will <br />make up the new zoning code. <br /> The Village Santa Ana Specific Plan <br />The City Council unanimously approved The <br />Village Santa Ana Specific Plan on September <br />16, 2025, marking a transformative shift for a <br />17.2-acre commercial site near South Coast <br />Plaza. This landmark redevelopment, led by <br />the Segerstrom family, will replace an <br />underperforming shopping center with a high- <br />density, mixed-use community designed to <br />serve as a modern urban hub. <br />»Above: Rendering of the Village facing toward <br />The project features up to 1,583 residential <br />South Coast Plaza. <br />units, 80,000 square feet of retail and dining, <br />and 300,000 square feet of office space. Architecturally, the village will include buildings <br />ranging from one to 25 stories, all centered around a communal plaza. A major highlight <br />is 13.8 acres of open space, including 7.5 acres of publicly accessible parks. <br />Crucially, the development agreement includes $16.4 million in direct community benefits: <br />$9.3 million in flexible community benefit payments and $7.1 million in in-lieu fees <br />specifically dedicated to funding future affordable housing opportunities.
