In addition, the project's alignment with SCAG's REAP 2.0 goals—accelerating infill housing, reducing vehicle
miles traveled, and supporting climate commitments—positions Santa Ana as a regional leader in equitable,
sustainable transportation and land use planning. By pairing community-driven design with evidence-based
multimodal and safety strategies, the City can deliver a corridor that reflects local priorities while meeting state
and regional climate and housing objectives.
For these reasons, I strongly support the First Street Multimodal Boulevard Study and urge the City to advance
a bold, people-first design alternative that:
• Centers safety and Vision Zero
• through traffic calming, safer intersections, and protected facilities for people walking, biking, and
rolling.
• Strengthens transit
• by improving bus stops, transit priority, and first-/last-mile connections.
• Supports local businesses and economic vitality
• by creating a comfortable, attractive environment where people want to walk, linger, and shop.
• Advances climate resilience
• with reduced vehicle dependence, enhanced active transportation, and green infrastructure where
feasible.
Thank you for your leadership and for engaging the community in shaping the future of First Street. I
respectfully ask that you continue to champion this project and secure the funding needed to bring a safe,
walkable, multimodal First Street to reality.
Best,
Bulmaro Vicente
Ward 4
In Solidarity,
Boomer
Policy and Political Director I Chispa
e: boomer(&chispaoc.org c: 714-747.4271
1505 E 17th Street Suite 117 Santa Ana, CA 92705
Chispa is building a political home for young Latinxs in Orange County!
