Smoke Shop Ordinance and Fee Resolution <br />Item No. 21 <br />Planning and Building Agency <br />March 3, 2026 <br />Slide 5 <br />Community Impacts <br />•Enforcement has uncovered a range of illegal activities such as: <br />–Storage of banned substances (nitrous oxide, whippets, and flavored <br />tobacco), <br />–Gambling operations, and <br />–Sale of unregulated products. <br />•Community, health, and safety impacts such as: <br />–Loitering, <br />–Smoking, <br />–Littering, and <br />–Crime. <br />•Continued enforcement has resulted in additional strains on Police <br />Department, Code Enforcement, and other staff resources: 989 <br />SAPD calls for service in 2025, 9 inspections by Code Enforcement <br />since August 2025, and ongoing responses to public complaints and <br />inquiries.
