Legal Objection—Proposed Water and Sewer Mate Changes <br /> c. Amend the Proposition 218 Notice to clearly state the cumulative five-year rate <br /> increase in both dollar and percentage terms for a typical customer, including the <br /> potential impact of pass-through adjustments; <br /> d. Provide a written response to this objection, as required by Government Code Section <br /> 53759.1 (AB 2257), explaining the City's substantive basis for concluding that the <br /> proposed single-class rate structure complies with the proportionality requirements of <br /> Section 6(b)(3). <br /> VI.
