Staff held public forums and attended various community <br />events to inform customers of the proposed rate adjustments. Furthermore, on February <br />12, 2026, a virtual Town Hall meeting was held to discuss proposed adjustments to <br />water and sewer rates and answer questions from attendees. Notices for these various <br />events were posted on the City's website and official social media channels. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />The proposed rates are designed to meet the cost of service requirements of <br />Proposition 218 and support the recommended operations and maintenance and capital <br />improvement plans, as well as meet the debt ratio and reserve levels of the water and <br />sewer enterprises. <br />The proposed rate adjustments are estimated to produce annual net revenues, prior to <br />planned capital expenditures, as outlined below: <br />EXHIBIT(S) <br />1.
