SANTA ANA REZONE PROJECT <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />Located on the northeastern corner of the parcel beyond the access road is a freestanding utility <br />building. The approximately 900-square-foot utility building currently operates as a groundwater <br />production well (City of Santa Ana Well 31) and is serviced by the City's Public Works Agency. The <br />utility building would remain in place, and no improvements to this structure are anticipated as part of <br />the proposed project. Additionally, there are several storage trailer structures located in the <br />northwestern corner of the parcel which currently provide office space for zoo employees as well as <br />storage and staging associated with the zoo operations. The structures in the northwestern corner <br />would also remain in place, and no improvements are anticipated. <br />1.4 - General Plan and Zoning Designation <br />The Santa Ana General Plan (General Plan) provides long-term policy direction to guide the physical <br />development, quality of life, economic health, and sustainability of the City through 2045. The General <br />Plan is the primary policy document for the City. The General Plan was updated following the <br />certification of the 2021 Final Recirculated Program Environmental Impact Report (PEIR) for the City <br />of Santa Ana General Plan Update (2021 Recirculated PEIR). The purpose of the 2021 Recirculated <br />PEIR was to inform the Lead Agency, responsible agencies, decision -makers, and the general public <br />of the environmental effects of implementation of the General Plan update. The 2021 Recirculated <br />PEIR addresses the potential environmental effects of the General Plan, including effects that may be <br />significant and adverse; evaluates a number of alternatives to the General Plan; and identifies <br />mitigation measures to reduce or avoid adverse effects.1,z <br />1.4.1 - General Plan Designation <br />According to the General Plan Land Use Map, the project site is currently designated as Open Space <br />(OS) (Exhibit 2).1 Permitted uses under the OS land use designation include recreational and green <br />spaces, including parks, commercial open space; and public facilities such as water channels and rail <br />infrastructure.4 <br />The proposed project would amend the existing General Plan land use designation from Open Space <br />(OS) to General Commercial (GC) (Exhibit 3). The GC designation allows for retail and service <br />establishments; recreational, cultural, and entertainment uses; business and professional offices; and <br />vocational schools. These uses are designed to be along arterial corridors and support the <br />development and continued operation of recreational, cultural, entertainment, employment, and <br />educational opportunities near established residential neighborhoods.
