SANTA ANA REZONE PROJECT <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />General Plan notes that views of the Santa Ana Mountains are possible on clear days.10 The <br />Conservation Element also lists scenic resources within the City, including the Santa Ana River and <br />Santiago Creek, which are also part of the County Open Space network.11 The project site is located <br />approximately 4 miles east of the Santa Ana River and approximately 2.52 miles south of Santiago <br />Creek. According to California's Scenic Highway Mapping System, there are no designated Scenic <br />Highways within the project vicinity; State Route (SR) 91, located 7.87 miles to the north, is the <br />closest designated Scenic Highway.12 The project site is located in an urbanized area adjacent to <br />West First Street with high levels of existing light. The adjacent commercial, residential, and light <br />industrial uses generate light and glare along all sides of the project site. <br />Would the project: <br />a) Have a substantial adverse effect on a scenic vista? <br />No impact. Scenic vistas are generally recognized as public panoramic views of natural features. <br />The Conservation Element does not identify specific scenic vistas but lists scenic resources within the <br />City, including the Santa Ana River and Santiago Creek, as well as views of the Santa Ana Mountains <br />which are visible on clear days. <br />The project site is directly adjacent to an 1-5 overpass which obstructs views to the northeast. Neither <br />the Santa Ana Mountains, Santa Ana River, nor Santiago Creek are visible from the project site; <br />therefore, there are no known scenic resources visible from the project site. As such, the proposed <br />project would not affect scenic vistas within the area and no impact would occur. <br />b) Substantially damage scenic resources, including, but not limited to, trees, rock <br />outcroppings, and historic building within a State Scenic Highway? <br />No impact. The nearest officially designated State Scenic Highway, SR 91, is located 7.87 miles to <br />the north. Because of the distance and intervening development, the project site is not visible from <br />this Scenic Highway and would not result in any impacts to scenic resources within the highway. <br />Moreover, the project site and surrounding area are not characterized by unique visual resources or <br />historic structures. Thus, the proposed project would not damage any existing scenic resources in or <br />around the project site and, as such, there would be no impacts. <br />i0 City of Santa Ana. 2022.
