Therefore, the proposed project's long-term operational <br />impacts would be less than significant. <br />c) Expose sensitive receptors to substantial pollutant concentrations? <br />Less than significant impact. This impact evaluates the potential for the proposed project's <br />construction and operational emissions to expose sensitive receptors to substantial pollutant <br />concentration. Sensitive receptors are defined as those individuals who are sensitive to air pollution <br />including children, the elderly, and persons with pre-existing respiratory or cardiovascular illness. For <br />purposes of CEQA, the SCAQMD considers a sensitive receptor to be a location where a sensitive <br />individual could remain for 24 hours, such as residences, hospitals, or convalescent facilities.20 For <br />the proposed project, the closest off -site sensitive receptor is a mobile home community located <br />approximately 160 feet south of the project boundary. <br />Localized Significance Thresholds <br />The SCAQMD has developed localized significance thresholds (LSTs) as a tool to assist lead <br />agencies in analyzing localized air quality impacts to sensitive receptors in the vicinity of the project. <br />The SCAQMD's LST Methodology outlines how to analyze localized impacts from common pollutants <br />of concern, including NOx, CO, PM1o, and PM2.5.21 Localized air quality impacts would occur if <br />pollutant concentrations at sensitive receptors exceeded applicable NAAQS or California Ambient Air <br />0 South Coast Air Quality Management District (SCAQMD). 2008.
