SANTA ANA REZONE PROJECT <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />As shown in Table 3, project construction emission would not exceed the SCAQMD's most stringent <br />LSTs and would not be expected to result in concentrations that could exceed ambient air quality <br />standards or contribute substantially to an existing exceedance of an ambient air quality standard. <br />Impacts relating to localized construction emissions would be less than significant. <br />Localized Operation Analysis <br />Similar to the construction LST analysis above, the applicable operational LSTs were obtained for a <br />project located in State Responsibility Aea (SRA) 17 with the nearest sensitive receptor being 50 <br />meters away. Long-term operations for the proposed project would occur on the 3.43-acre project <br />site. The LST screening levels only provide thresholds for 1-acre, 2-acre, or 5-acre sites. CO emissions <br />are a function of vehicle idling time, meteorological conditions, and traffic flow.
