SANTA ANA REZONE PROJECT <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />Construction <br />During construction, the proposed project would result in energy consumption through the combustion <br />of fossil fuels in construction vehicles, worker commute vehicles, and construction equipment, and the <br />use of electricity for temporary buildings, lighting, and other sources. No natural gas would be utilized <br />as part of construction. Fossil fuels used for construction vehicles and other energy -consuming <br />equipment would be used during removal of existing ground material, site preparation, grading, <br />trenching, installation of EV charging stations and solar panel structures, and paving. The types of <br />equipment could include gasoline- and diesel -powered construction and transportation equipment, <br />including trucks, dozers, frontend loaders, forklifts, and cranes. Other equipment could include <br />electrically driven equipment such as pumps and other tools. <br />Construction -related worker and hauling vehicle trips would consume an estimated 4,827 gallons of <br />diesel and gasoline, combined, and construction -related equipment would consume an estimated <br />5,135 gallons of diesel and gasoline, combined, during project construction. <br />Limitations on idling of vehicles and equipment and requirements that equipment be properly <br />maintained would result in fuel savings. California Code of Regulations Title 13, Sections 2449(d)(3) <br />and 2485 limit idling from both on -road and off -road diesel -powered equipment and are enforced by <br />the ARB. In addition, given the cost of fuel, contractors and owners have a strong financial incentive <br />to avoid wasteful, inefficient, and unnecessary consumption of energy during construction. <br />Because of the temporary nature of construction and the financial incentives for contractors to <br />implement energy -efficient practices, project construction activities would not result in wasteful, <br />inefficient, and unnecessary consumption of energy. Therefore, the construction -related impact <br />related to fuel and electricity consumption would be less than significant. <br />Operation <br />Operations for the proposed project would include vehicles accessing the proposed parking lot and <br />EV charging stations. It is estimated that the annual fuel consumption by these vehicles would be <br />approximately 79,073 gallons of gasoline, 7,255 gallons of diesel, 641 gallons of compressed natural <br />gas, and 35,732 kilowatt hours (kWh) of electricity. The proposed project would contribute to a <br />reduction in fossil fuel consumption and further the State's energy goals by providing EV charging <br />stations. For conservative analysis purposes, the vehicle fuel consumption estimates are based on <br />County -average vehicle category percentages (e.g., gasoline versus electricity versus diesel versus <br />compressed natural gas fueled vehicles) and do not account for the fact that a greater portion of <br />vehicles would likely be electric vehicles given the proposed project's nature including a portion of EV <br />charging. In addition, the proposed solar panel structures would further offset energy consumption by <br />offsetting some of the electricity usage. Electricity consumption of the parking lot for lighting purposes <br />would be approximately 130,884 kilowatt hours per year (kWh/year). <br />The proposed project is not anticipated to result in wasteful, inefficient, or unnecessary electricity <br />consumption as electricity would be used to power EV vehicles and provide lighting on -site, both are <br />necessary uses of electricity. The proposed use of lighting on -site is necessary to illuminate the <br />parking lot during operational hours and is consistent with standard safety, accessibility, and security <br />requirements for publicly accessible facilities.
