SANTA ANA REZONE PROJECT <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />limited to a density of 1 dwelling unit per 6,000 square feet of lot area provided the lot has an area of <br />0.5 acre or less. s' <br />The proposed project includes a rezone of the project site from Al to Commercial (C2) (Exhibit 5). <br />The C2 zone district permits all uses of the Cl district as well as automotive garages, equipment <br />rental yards, metal shops, wholesale establishments, truck, trailer, tractor and boat sales, research <br />institutions, and more. The project proposes to develop the site as an automobile parking lot; parking <br />structures are permitted under both Cl and C2 districts." <br />Would the project: <br />a) Physically divide an established community? <br />No impact. The physical division of an established community typically refers to the construction of a <br />linear feature, such as an interstate highway or railroad tracks, or removal of a means of access, such <br />as a local bridge that would impact mobility within an existing community of between a community <br />and outlying area. The project site is currently used as an overflow parking lot associated with the <br />Santa Ana Zoo, and the proposed project would continue this use. Accordingly, the proposed project <br />would not physically divide an established community and there would be no impact. <br />b) Cause a significant environmental impact due to a conflict with any land use plan, <br />policy, or regulation adopted for the purpose of avoiding or mitigating an <br />environmental effect? <br />Less than significant impact. The General Plan and Zoning Ordinance defines the permitted land <br />uses and the corresponding development standards within the City. The project site is designated as <br />OS by the General Plan and zoned as Al. <br />The proposed project seeks a GPA to change the land use from OS to GC and zoning from Al to C2 <br />to allow for the paving of the existing overflow gravel parking lot and associated access roadway. In <br />addition, there would be a separate publicly accessible area in the southern portion of the project site <br />containing a solar panel shade structure above the EV charging stations and associated EV charging <br />stalls. <br />As described above, the GC designation and C2 zone each allow for parking facilities. <br />The proposed uses are consistent with current uses, the proposed land use and zoning designations. <br />Furthermore, the proposed project is compatible with the surrounding land uses because the project <br />site would continue to act as an overflow parking facility serving the Santa Ana Zoo.
