SANTA ANA REZONE PROJECT <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />Less than <br />Significant <br />Potentially Impact with Less than <br />Significant Mitigation Significant <br />Environmental Issues Impact Incorporated Impact No Impact <br />2.6 Energy <br />Would the project. - <br />a) Result in potentially significant ❑ ❑ ® ❑ <br />environmental impact due to wasteful, <br />inefficient, or unnecessary consumption of <br />energy resources, during project <br />construction or operation? <br />b) Conflict with or obstruct a State or local ❑ ❑ ❑ <br />plan for renewable energy or energy <br />efficiency? <br />Environmental Evaluation <br />Setting <br />Energy use, especially through fossil fuel consumption and combustion, relates directly to <br />environmental quality since it can adversely affect air quality and generate greenhouse gas (GHG) <br />emissions that contribute to climate change. Electrical power is generated through a variety of <br />sources, including fossil fuel combustion, hydropower, wind, solar, biofuels, and others. Natural gas is <br />widely used to heat buildings, prepare food in restaurants and residences, and fuel vehicles, among <br />other uses. Fuel use for transportation is related to the fuel efficiency of cars, trucks, and public <br />transportation; choice of different travel modes such as auto, carpool, and public transit; and miles <br />traveled by these modes, and generally based on petroleum -based fuels such as diesel and gasoline. <br />Electric vehicles may not have any direct emissions but do have indirect emissions via the source of <br />electricity generated to power the vehicle. Construction and routine operation and maintenance of <br />transportation infrastructure also consume energy. Southern California Edison (SCE) provides <br />electricity to the project site. <br />Would the project: <br />a) Result in potentially significant environmental impact due to wasteful, inefficient, or <br />unnecessary consumption of energy resources, during project construction or <br />operation? <br />Less than significant impact.
