1.2 Purpose of Study <br />The purpose of this analysis is to conduct a rate study which evaluates the City's current utility rates and <br />financial data and propose new rates for its Water and Sewer services, if necessary, to meet the City's <br />financial and strategic goals. <br />The primary objectives of this Study include: <br />• Projecting revenues and expenses for a ten-year study period <br />• Proposing five-year revenue adjustments to fund the City's projected financial needs <br />• Proposing rates that aim to minimize the impact on customers <br />• Producing an administrative record which effectively summarizes all findings <br />• Supporting the City through the Proposition 218 process <br />1.3 Rate Recommendations and Proposed Rates <br />CiQt#&uUq Iiha - 2026 Water and Sewer Rate Study 23 — 30 <br />3/17/2026 3 <br />
